A rating level around 5 dB above background is typically an indication of an adverse impact, while 10 dB or more suggests a significant adverse impact is likely, subject to context.

Poor coordination between architectural, structural and M&E design can lead to failure against Approved Document E, excessive building services noise or vibration transmission that only becomes apparent during commissioning or occupation.

Where noise and vibration risk commonly arises

Planning and environmental risk

Noise and vibration risk most often first emerges at planning stage, where insufficient baseline data, weak assessment methodology or poor interpretation of guidance can undermine an otherwise robust scheme.

Environmental noise assessments that fail to properly address internal noise outcomes under BS 8233, apply ProPG incorrectly, or rely on generic assumptions rather than site-specific data are frequently challenged by environmental health officers.

For vibration, omission of construction and operational vibration assessment where piling, heavy plant or rail-adjacent activity is proposed can introduce unacceptable uncertainty into planning submissions and conditions.

Design stage risk

At design stage, risk is typically introduced through lack of coordination between architectural intent, structural form and building services strategy.

Façade performance is often considered in isolation, without accounting for ventilation strategy, glazing specification tolerances or frequency-dependent performance against dominant noise sources. Vibration risk can also be unintentionally introduced through the building design itself. Continuous structural elements, rigid connections between plant and structure, or a lack of consideration of natural vibration frequencies can allow vibration to travel through the building.

These issues are rarely captured by compliance-led assessments alone.

Construction and delivery risk

During construction, noise and vibration performance is commonly compromised by late-stage changes that are not acoustically revalidated.

Equipment substitutions can introduce different sound power levels or tonal characteristics not accounted for under BS 4142. Alterations to junction detailing, structural interfaces or plant support arrangements can create vibration transmission paths that were not present in the original design.

Without diagnostic testing and informed oversight, these issues often remain hidden until commissioning or occupation, when remediation becomes costly and project critical.

Case study: Deptford Landings Passivhaus residential scheme

At Deptford Landings, one of the UK’s largest Passivhaus residential developments, noise and vibration control was a critical design constraint from the outset.

The combination of high airtightness, mechanical ventilation reliance and proximity to urban transport noise required careful management of environmental noise ingress, internal sound insulation and building services noise.

In Passivhaus dwellings, MVHR systems can become a dominant noise source if fan selection, ductwork attenuation and terminal design are not properly coordinated, with internal noise limits typically in the range of 25-30 dB(A) for habitable spaces.
